I perceive that whilst Your Lordship assures me above objections will receive consideration at the hands of Her Majesty's Government that as I had reported despatch No. 65 that the smugglers are heavily armed and that they go in large fleets, Your Lordship may possibly have supposed that they are filled with men ready to fight.
If a Chinese Consul resided here he would have opportunity of protesting against their departures.
